I was thinking a jewellery band, in a sense, yes! That's pretty within Wrathion's abilities, he makes shiny things all the time and has bands around his own horns that are purely decorative. He might hit up Stephanivien to steal some tools from the forge since he'd have to cast it at a fairly decent size, and they're already working together... and they can always make it prettier later, once she can tell him her favourite colour!
