Yes, he did volunteer to help! The Doctor deserves to be called out when he's being ridiculous and possibly stupid (to Wrathion's knowledge). This is also a scenario where, if it does proceed at all, he could be making a terrible mistake, so you know...bad times all around maybe.

Going into it with the foreknowledge of negative CR & tempers probably flaring on one or both sides definitely interests me! Especially since they've interacted already/know each other a bit, it makes it interesting to do a pivot with 'look this is a horrible idea,' and see where it goes.

Either way, Wrathion isn't the type to hold a grudge if he gets shouted at. He's made some big mistakes before.... involving time travel, in fact. So, you know, he cannot throw stones. But, on the floor if you want to explore it!

I am definitely down for it! Also, a great chance for CR building in a way I haven't been able to explore before, but always wanted to, so yes!

The Doctor is trying to be so very, very careful these days, but he's not good being trapped and he wants a big "win," so he's not at his most sensible at the moment. (Though, it's questionable that he ever is...) Leaves the door open for him to make some mistakes of his own.
