The talisman was enchanted by alchemists and the main piece is a scale from Vrtra's own body; as an elder dragon, his scales are chock full of powerful aether (magic). There are likely other elements to it (it looks like this, so perhaps some materia/special magic jewels?), and the alchemists are shown to have been working feverishly on it for a long time. It only protects the person holding it, so it's not got a big radius.
This is more for potential plotting than for a specific character right now - with all the bad stuff happening, it's something he'd offer to the group to try out. I wanted to see what might be possible before going all in and posting something ICly. Of course, no one has to take him up on it or anything, haha :D He's just trying to be helpful.
